Thus have I heard:
One time, the Budha was staying at Anaathapindidas Ashrama in Jetavana of Shraavastii.
At that time, Budha said to the bhikshus, “There are two kinds of people who slander the Tathaagata and his community.
Who are these two?
They are those who declare what is not the Dharma to be the Dharma and those who declare the Dharma to be not the Dharma. These are the two who slander the Tathaagata.
There are also two kinds of people who do not slander the Tathaagata.
Who are these two?
They are those who declare what is not the Dharma to be not the Dharma and those who declare the true Dharma to be the true Dharma. These are the two who do not slander the Tathaagata.
Therefore, bhikshus, what is not the Dharma should be declared as not the Dharma, and the true Dharma should be declared as the true Dharma. In this way, bhikshus, you should train yourselves.”
When the bhikshus heard what the Budha said, they followed it with joy.
